The problem? German customers found this deeply uncomfortable. In German retail culture, a stranger enthusiastically greeting you at the door was not warm and welcoming -- it was suspicious. Why is this person so excited to see me? Are they trying to sell me something? Is this flirtatious? Walmart's American greeting protocol collided with the German communication protocol, and the mismatch contributed to widespread customer discomfort that, among other factors, led to Walmart's eventual withdrawal from the German market.
This is a protocol mismatch. In networking, when two devices try to communicate using incompatible protocols, the connection fails. The packets arrive but cannot be interpreted correctly. The data is technically transmitted but functionally meaningless -- or worse, misinterpreted.
Judee Burgoon's Expectancy Violations Theory, developed starting in 1978, formalized exactly this phenomenon. People carry implicit expectations -- essentially protocol specifications -- about communication behavior. When those expectations are violated, the violation triggers arousal and evaluation. Depending on context, the violation can be positively or negatively evaluated, but it always disrupts the expected flow.
Deborah Tannen's research on conversational style demonstrates this at the individual level. Map Your Network Topology
Every organization has a communication architecture, whether it was designed deliberately or emerged by accident. And just as in computer networks, the topology -- the shape of who connects to whom -- determines everything about how information flows.
Ronald Burt's research program on structural holes provides the strongest evidence. They say: "Get inside. Stay inside. Stay tuned."
Three commands. Extreme lossy compression. And the reason is precisely the bandwidth bottleneck we discussed earlier. Under crisis stress, human processing capacity plummets. Zheng and Meister's 10 bits per second is the baseline for calm, focused attention. Under stress, that number drops further. So the CDC compresses the message to match the degraded receiver capacity. And Fuzzy Trace Theory suggests this lossy version does not just reach more people -- it might actually produce better compliance than the detailed version, because gist-based instructions are easier to encode, remember, and act on.
Military communication doctrine has independently arrived at the same conclusion. Commander's intent -- described by Fletcher and Gaines in a 2023 Modern War Institute paper as "the simplest possible story of what must be done and why" -- is radical lossy compression of complex operational plans. Air Force doctrine explicitly states that "greater competence and trust enable more concise commander's intent," meaning shared context acts as a pre-negotiated compression dictionary that reduces needed bandwidth. But there is a cost: Shattuck and Woods found in 2000 that company commanders matched battalion commander's intent in only 34% of cases. Extreme compression carries significant reconstruction error.
The SBAR framework used in healthcare -- Situation, Background, Assessment, Recommendation -- represents a middle ground: a standardized message format that compresses clinical information into a consistent structure. Originated from US Navy nuclear submarine procedures and adapted for clinical use by Michael Leonard at Kaiser Permanente, SBAR reduces the cognitive load of interpreting variable message formats. The Joint Commission identified communication errors as the leading cause of medication errors, delays in treatment, and wrong-site surgeries, making this a domain where lossy communication is literally a matter of life and death.
CISA's 2024 guidance on PACE plans (Primary, Alternate, Contingency, Emergency) explicitly implements graceful degradation for communications: "What may be unacceptable during normal operations may become acceptable under the C or E steps." That is graceful degradation policy -- the deliberate acceptance of lower-fidelity communication when the system is under stress.

Your Inbox Is a Buffer. Manage It Like One.
Christian and Griffiths' most provocative insight in their networking chapter is about bufferbloat. In networking, buffers are temporary storage areas that hold data when transmission paths are congested. A little buffering smooths out variability. Too much buffering is catastrophic -- it increases latency without bound, creating the illusion that the system is working when packets are actually sitting in an ever-growing queue, arriving too late to be useful.
Your inbox is a buffer. Your notification center is a buffer. Your to-do list is a buffer. And most of them are bloated.
Christian and Griffiths argue that the core problem with modern connectivity is not being "always connected" but being "always buffered." A missed phone call in the 1990s was a dropped packet -- if it was important, the caller retried. Today, every missed message enters a buffer that grows without bound. The result is not more communication but more latency -- messages sitting in queues, arriving long after they would have been useful.
